Profile
Barbara M. Kirk concentrates her practice in family law, municipal law and real estate zoning and land use planning. As a family law practitioner, Barbara has handled numerous cases in divorce, distribution of assets, support and custody, often dealing with complex issues as self-employed business owners, limited partnerships, high salaried employees, tax ramifications and other issues. She currently serves as one of the two solicitors for the Bucks County Children & Youth Social Services Agency.
As a municipal law practitioner, Barbara provides legal services to various townships in Bucks County, including but not limited to Bensalem Township & Northampton Township. Representation includes general litigation of property violations, zoning code violations, contract disputes and other litigation involving municipalities. As solicitor for Bucks & Montgomery County zoning hearing boards, including Bristol Borough Zoning Hearing Board and Springfield Township Zoning Hearing Board (Montgomery County), Barbara has handled multiple and sometimes complex zoning litigation through common pleas courts and Commonwealth Court. In addition, Barbara has appeared on behalf of several municipal clients, either in support of or in opposition to, individual zoning relief applications. In January 2010, Barbara was appointed as the chairperson for one of three Board of View panels for the Bucks County Court of Common Pleas, making her the first female attorney to chair a Board of View panel.
Barbara has served on the Lower Makefield Zoning Hearing Board for nine years, eight of which she served as the Board’s chairperson. She was recently appointed as the solicitor for the Lower Makefield Township zoning hearing board. She has also, and continues to serve, in various capacities for the Bucks County Bar Association, including various terms on the Board of Directors and currently the position of the Association’s Treasurer.
