This Department assists in the preparation and administration of the annual budget. In addition, the Department administers a centralized purchasing system and enforces the Township's purchasing policy in accordance with state laws. All competitive bidding is overseen through this Department. John McGinley is the Township's Chief Financial Officer, reporting directly to the Director of Administration.
The Department of Administration is also responsible for establishing and administering a centralized personnel system. The compliance with all Township policies and rules and regulations is the responsibility of this Department. All hiring, disciplining, and firing of Township personnel is overseen by the Department. This Department also performs the negotiation and administration of all collective bargaining agreements with the Townships four bargaining units. All grievances related to any of these contracts are handled through this Department.
The Administrative Code of Bensalem Township charges the Department of Administration with evaluating and managing all insurance contracts to insure the lowest possible cost and maximum protection for the Township. Total insurance premiums for Bensalem Township exceed $1.5 million per year.
This Department is responsible for all financial reporting for the Township. The Department of Administration must establish and maintain a centralized accounting system to accurately reflect the assets, liabilities, receipts, and expenditures of Bensalem Township. The Department supervises the Township's cash management program as well as all investment of Township funds. Further, this Department oversees the investment of all capital and pension funds by the selected Money Managers. These assets alone total over $100 million. Bensalem Township's progressive cash management and banking agreement is recognized as the finest in Bucks County.
